· Items admitted conditionally – items whose importation into the country is allowed with the term if a document issued by the relevant authorities of the exporting country is presented.
· Items admitted without conditions – items whose import into the country is allowed.

Part II:
Conditions of admission of articles imported or in transit
2.1 Animals and animal products

2.2.3 Detention of plants on arrival in Vanuatu
No person shall import or introduce any animal, animal product, biological product or any related article into Vanuatu without a permit issued under the Animal Importation and Quarantine Act.
Every person entering Vanuatu from another country and who has any animal or animal product in his possession shall, at the port of entry, produce to a quarantine officer any documents requiredto be provided under the conditions of the provisional import permit.
Any person who intends to import or introduce into Vanuatu any animal, animal product, biological product or related article shall make an application to the principal veterinary office in theprescribed form. The principal veterinary officer, upon receipt of an application, grant or authorize the granting of a provisional import permit according to the regulation made by the Minister andsubject to such prescribed conditions as he may specify in such permit or may refuse the grant of such permit.
No animal, animal product, biological product or related article, including refuse, shall be landed or removed or discarded from the vessel until such animal, animal product or related article isexamined by a veterinary officer or a quarantine officer, as the case maybe and permission for the landing or removal has been issued by him or unless authorized temporarily, move them to aquarantine zone or quarantine station for the purposes of examination and in order to facilitate the scheduled and timely operations of the vessels.
No person shall without applying to the Director of Agriculture for an import licence in the approved form for the purpose of importing into Vanuatu any of the following:
a live plants or any part thereof, including seeds, tubers, bulbs, ryzomes, shoots, suckers cuttings, grafts, flowers and fruits;
b dry plants including straw, hay or fodder whether or not from packing or in powder;
c any other matter capable of containing any organism dangerous to cultivation including soil, compost and manure.
Notwithstanding the provisions of section 1, the Minister responsible for agriculture may, by order, prohibit absolutely, except by the Agricultural Department for scientific purposes, the importation of any plant, part or derivative of a plant.
The articles referred to in sub-section 2.2 may be imported at other places of entry with the authority, in writing, of the Director of Agriculture and in such circumstances that satisfactoryphytosanitary control can be enforced under his direction.
Every consignment of articles referred to in sub-section 2.2 arriving in Vanuatu shall be immediately detained by the Customs or Posts and Telecommunications Department pending a decision bythe Director of Agriculture as to whether it may be imported. Provided that in the case of a perishable nature such decision shall be given within 48 hours of their detention as aforesaid.

No person may import drugs and medicines without an import licence issued by the Minister of Home
Affairs.

Any person found in possession of obscene publications or materials shall have committed an offence against section 147(i) of the Penal Code Act No 17 of 1981.
Antennas and satellite dishes are liable to a licence fee.

The customs declaration form (C 1) must be completed in full by the importer or his agent and care should be taken in completing this form and the information must be accurate and complete. Itis an offence knowingly to make a false declaration.
The original invoice from the overseas supplier should be presented with the C 1 as evidence of value.
